Tolian is an Engagement Manager with McKinsey & Company based in LA (Southern California Office)

• Tolian has joined the Firm in 2013 and has served leading institutions in Banking, Insurance, and Government mainly on Healthcare, Strategy, and Digital Transformation topics
• Prior to returning to McKinsey in 2016, he served as the Head of Online Channels for Zalora Thailand and subsequently as the Marketing Director (Chief Marketing Officer) for Zalora Philippines, where he was in charge of Online (SEO, CRM, Onsite, etc.), Offline (PR, Partnerships), and Product Management teams

Design of New Mexico’s Medicaid Agency of the Future -an Agency that currently owns 30%+ of the state’s spending and serves 40% of the population- leveraging their ongoing MMIS Replacement project: this included (i) a jointly-developed vision,
(ii) organizational health assessment with 100% participation across client’s staff, (iii) top journeys re-design, and
(iv) identification of critical elements to execute the transformation

• Strategy & roadmap to enable California to consolidate and modernize its welfare systems by 2023, in order to continue receiving federal funding, while driving ~230M of annualized IT cost savings (~40% reduction over baseline), and ensuring superior and standardized experience for ~11M beneficiaries of public assistance programs in the State
• Digital Transformation of key processes for a major European Bank, enabling multi-year Strategic Plan; the project included a 1st phase focused on products-review and a 2nd phase focused on the scale-up of the Digital Unit.
• Re-negotiation of an outsourcing contract for a major European Bank, boosting operational improvement for a 500 EUR MLN IT infrastructure outsourcing contract
• Acceleration of the strategic plan of a PE-funded Italian software company, designing the target operating model
• Financial analysis and planning for a Member State of the European Union, including design and implementation plan fora new digital budgeting system
• Tolian holds a M. Sc. with honors in Telecommunications Engineering from Politecnico di Torino, Italy and Universitat Politecnica de Catalunya, Spain
• In 2012 he was a Visiting Scholar at University of Southern California, USA, where he published “Online learning in wireless networks via directed graph lifting transform”
