James Coursey

Jim Coursey, President, Kinsey Lawton Associates (KLA) is a nationally recognized expert in health and human services program design, specializing in Medicaid systems and operations transformation. He has a more-than 20-year career successfully leading integrated teams to design and implement process and technology solutions to improve the quality, efficiency, and impact of health and human services organizations at the local, state, and national levels. Jim’s work with MaaS and modular integration models has made South Carolina first among states working to achieve full MITA v3 compliance. In addition, Jim is the designer of the integrated case management information system (ICMIS), a care-coordination platform that unifies service delivery across multiple programs and generates comparative data for service outcomes analysis and forecasting. Prior to joining KLA, Jim was the Chief Operating Officer for the South Carolina Department of Health and Human Services, responsible for daily operations of this $7.5 B health payor serving 1.1 M lives.
