The Maryland Department of Health is the 2nd largest health plan in Maryland, with administrations that provide services to a wide array of residents under an equally large set of circumstances.

As CIO, Herb is charged with implementing and operating an Enterprise IT model. Under this model, Herb as CIO has visibility to all IT personnel, spending, assets, and services across the entire Department. He has authority over all IT within the Administrations, Hospitals, and Offices of the Secretary. Implementation of this model entails a considerable change in policy, procedures, and culture.
Herb is also responsible for the success of the Medicaid Enterprise Systems Modular Transformation project (MMT). As such, he is focused on aligning CMS’ requirement for better outcomes with MDH’s MMT objectives of customer service and program integrity. Herb has more than 20 years of transformational leadership experience in management, information technology, and customer-focused technology services and solutions.

He has worked for General Electric (GE), Maryland National Bank, Aon Consulting and USF&G Insurance. He has an established track record as a strategic planner and leader building high-performing teams and innovatively applying enterprise information technology. Herb earned a Bachelor of Science degree in Information Systems Management from the University of Maryland, Baltimore County, and is the valedictorian of the Leadership Maryland class of 2005 and former member of the CIO Executive Council.

A Maryland native, Herb is married to Dr. Surina Ann Jordan and has two daughters.
