Track 6 (Workshop): The Future of Digital Quality Measurement
Health care quality measurement is going digital and HIEs are positioned to play a predominant role in the future of quality measurement. Digital measures create new opportunities for using the rich information in electronic data sets to assess more of what matters. This session will highlight how states are using data aggregators to supplement claims and produce validated performance measures. Hear from state and national experts as they move the needle on HIE data quality to support oversight and payment programs.

Despite the massive investment in healthcare in the U.S., costs continue to rise and the health of the population is declining. We’re dealing with more chronic conditions and more people with multiple conditions. Our industry is trying to solve this with wave after wave of technology – Analytics, Internet of Things, Mobile Technology, Artificial Intelligence, Robotic Automation, Fitbits and health trackers, home monitors, etc. Has it made a difference? It seems we’ve overlooked the human touch – new solutions in Population Health and Wellness are bringing together this important technology with human coaches and clinicians in new ways to drive greater engagement, greater behavior change, and improved outcomes. In this session, we talk about how in a world where we are often so focused on technology, it’s critical to remember that it’s through interaction with other people that we are most encouraged to change.

Track 6: Reducing Risks in Modularity by Moving to Cloud Procurements
After years of skepticism, institutions are starting to get serious about using the cloud as more cities, states, and federal agencies adopt cloud technologies. The debate has shifted from “Is the cloud secure?” to “How do we maximize the value of cloud for our health and human services programs?” The primary benefits for cloud adoption in the public sector are not unique to Medicaid. They include lower costs, more flexibility, less vendor lock, access to a broad suite of cloud products and services, and more. However, ensuring the success of cloud migrations or implementations is not simple.

Join this session to find out the key learnings from one state’s experience while performing a proof-of-concept for cloud migrations. Discover best practices from both an operational and technical perspective. Understand how to ensure the viability of the cloud-based solution and the architecture necessary to support the platform scalability and availability requirements. You will also learn more about what’s needed to unlock value from the cloud, including standards, governance, talent and capabilities, organizational setup, operating model, vendor management, and security.

Track 6: Colorado Benefits Management System (CBMS) Transformation Project
In recent years, CMS has promoted a vision of states implementing innovative cloud solutions that are agile, efficient, cost-effective, and leverage hardware and software reuse.

Colorado will present our Colorado Benefits Management System (CBMS) Transformation Project which migrated out of state data centers to a cloud-hosted service and improved the county caseworker user experience. We will share our strategy to lift and shift our integrated eligibility and enrollment system to an Amazon Web Services cloud environment and phased implementation of the Salesforce platform to modernize the user interface with a component-based framework for application development. We will include how we vetted the strategy, navigated the federal approval process, engaged a vendor, integrated IV&V, and involved many stakeholders to develop buy-in for this leading-edge modernization project.

We also will cover planning and execution challenges, the approach to completing the MEET Checklist for a lift and shift approach, how the state kept a focus on the project and phase progress and drove completion of all phases in two years. With a county workforce of nearly 5,000 users, we paid particular attention to creating the training plan and developing its content, while implementing organizational change management. This was critical to the project’s success.

From the original concept through final implementation in August 2019, Colorado will share our journey, challenges, and triumphs.
