Federal Program Integrity (PI) initiatives are placing greater requirements on state verifications of Public Assistance Programs. For example, in response to CMS Medicaid requirements for electronic hard asset (real property, DMV) and soft asset (banks, Financial Institutions) verifications as directed by the Social Security Act Section 1940 [42 U.S.C 1396w], most states have or are in the process of securing Asset Verification Systems (AVS).

Recently, the U.S. Department of Agriculture has put forth a new Proposed Rule putting tighter state restrictions on the Supplemental Nutrition Assistance Program (SNAP), commonly known as Food Stamps.

Among the most significant challenges states face in administering SNAP is securing accurate, timely, and reliable employment and income information to determine applicant eligibility. A common approach is the use of external vendors that often capture large, multi-state employers by utilizing national payroll service providers. Unfortunately, many applicants often work in local small businesses, franchises, and sole proprietorships that are beyond the reach of these national employer data sets.

States such as West Virginia are piloting a new initiative to gaining proof of an applicant’s employment and income by utilizing a “ground-up” approach using existing historical data along with new electronic secure (bi-directional) connections to state-based employers. These localized data sets have utilization beyond HHS, where sister agencies such as Child Support can benefit from access to reliable local employer income information.
